Job Description

DESCRIPTION:
The incumbent performs maintenance, processing and other bookkeeping work necessary to maintain project and departmental records and financial data as required for effective management of fiscal affairs. The incumbent has supervisory and total project responsibilities and requires independent judgment. Work is performed through observation, conferences, reports, reconciliations with other fiscal records, and from results obtained.
EXAMPLES OF DUTIES:
Assists the Engineering Administrative Accountant with his responsibilities and provides backup in his absence.
Performs accounts payable functions including preparation of payments and recordkeeping.
Performs daily maintenance of accounting records via mainframe and personal computer network accounting software systems.
Answers inquiries and complaints from employees and outside agencies.
Explains State laws, City ordinances, policies and procedures.
Prepares form letters and division correspondence.
Researches and prepares specialized reports for senior management's use.
Writes and maintains complex spreadsheet programs.
Prepares required financial analyses and assists with preparation of financial data.
Provides coverage in the absence of clerical staff.
Prepares required financial analyses and assists with preparation of financial data fo rannual audit.
Maintains monthly CIP Status Report and CIP Maintenance Bond Report.
Assists contractors in post-construction phase of Development process.
Maintains Development Maintenance Bond Report. Schedules Maintenance BondInspections.
Returns bonds upon successful final inspection.
Drives to post office and office supply stores for City related business.
Performs other assigned duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles and practices of bookkeeping and Ability to apply this knowledge to work situations.
Knowledge of City ordinances and policies regarding vendor payments and purchasing.
Knowledge of business English and mathematics.
Knowledge of modern office practices and procedures.
Ability to prepare complete accurate accounting reports and statements of considerable complexity based on standard accounting practices.
Ability to operate office equipment as required.
Ability to compile records to assemble and organize data and to prepare reports from such records.
Ability to communicate clearly and concisely orally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to deal with complaints in a tactful manner.
Ability to operate office equipment which require the use of fingers, hands and wrists, or mechanical devices, such as a telephone, cash register, computer, typewriter, calculator, microfiche reader, postage meter and check protector.
Ability to control one's behavior when encountering stressful situations, such as irate, abusive, or loud customers, and meet necessary deadlines.

Job Requirements

MINIMUM QUALIFICATIONS:
High School Diploma
Two (2) years of general accounting experience.
Licenses, Certifications or Registrations:
Must possess and maintain a valid Florida driver s license. Applicants who possess a valid out of state driver's license must obtain a Florida license within ten (10) days of employment.

PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10pounds of force to move objects. Additionally, the following physical abilities are required, balancing, crouching, feeling, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, speaking, standing, stooping, talking, visual acuity, and walking.
