Job Description

Under general supervision, performs skilled technical work coordinating and monitoring multiple County construction projects as assigned; the areas of specialization for this position are primarily horizontal construction (e.G. Roads, bridges, sidewalks, and underground utilities) including but not limited to Capital Improvement Projects (CIP), road maintenance repair projects, and complex specialized transportation projects.

Coordinates and monitors various types of horizontal construction projects (e.G. Roads, bridges, sidewalks and underground utility infrastructure) to ensure compliance with the contract, design standards, construction plans, and all Federal, State and local laws, codes and regulations.

Develops scope of work for horizontal construction projects; reviews construction plans to determine work and material requirements; verifies quantities; prepares preliminary costs estimates, and project specifications.

Monitors project progress during various phases of horizontal construction to ensure the work is completed on time and within budget; performs on-site inspections to review progress and quality of work; ensure that design standards, specifications and work place safety guidelines are followed; closes out project documentation and archives appropriate records.

Maintains control and accurate records of all potential project change orders, tracks all project costs; reviews contractor pay requests; manages quality controls in all project activities; prepare reports, defines problems and offers alternative solutions and recommendations.

Develops and updates project schedules using project management software (e.G. Microsoft Project, iWorQ, CityWorks, Lucity, and Excel).

Attends and participates in preconstruction and progress meetings with contractors, consulting firms, county departments and other agencies; responds to questions from contractors on bid specifications.

Prepares materials list and assists the Purchasing Division in the preparation of quotes and/or bids as required.

Assists with bid conferences and awarding contracts; compiles research for development specifications and contract bids. Performs related work as required.

Job Requirements

EDUCATION AND EXPERIENCE: Six (6) years of progressively responsible experience in roadway, utility, and transportation construction, with at least three (3) years of project management experience preferably for a public agency. OR Bachelor s degree from an accredited college or university with major course work in Transportation Construction Management, Civil Engineering or closely related field PLUS two (2) years of progressively responsible experience in roadway, utility, and transportation construction which includes project management experience preferably for a public agency. Additional qualifying education or experience which provides the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

SPECIAL REQUIREMENTS: Must possess or obtain, prior to employment, a valid Florida Operator s License. In the event of a hurricane, major storm, natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

PHYSICAL REQUIREMENTS: Some work is sedentary; however, work requires walking and climbing at construction sites.

WORK ENVIRONMENT: Work is performed outdoors at construction sites and may involve exposure to noise, dust, moving machinery and the weather. Most work is performed inside an office.

KNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities identified in this class specification represent those needed to perform the duties of this class. Additional knowledge, skills and abilities may be applicable for individual positions.)
Thorough knowledge of project management in the specialized area of horizontal construction.
Thorough knowledge of construction materials, methods, and techniques used to construct underground utilities (e.G. Sanitary, water, and storm) and build roads and bridges.
Good working knowledge of methods and interpretation of soil analysis, road materials, compaction and density tests.
Good knowledge of federal, state and local laws, codes, and regulations relating to all types of road, bridge and utility construction.
Good knowledge of computer software applicable to functional responsibilities; such as, Estimator (e.G. Earthworks or equivalent), Project Management, Work Management System (e.G. IWorQ, CityWorks, Lucity), Microsoft Office (Excel), Accounting (Quick Books), AutoCAD Civil 3D, and GIS. Basic knowledge of surveying and surveying methods, drafting and engineering.
Ability to define problems, draw valid conclusions and propose alternative solutions and recommendations.
Ability to read and interpret construction plans, surveys, and specifications.
Ability to prepare technical reports; interpret contracts and prepare associated scope of work.
Ability to manage, coordinate and monitor construction and design schedules; prepare cost estimates and monitor project expenditure.
Ability to perform mathematical calculations and verify quantities.
Ability to organize and maintain records on project progress, permitting, change orders, financial data and other information.
Ability to establish and maintain effective working relationships.
Ability to communicate clearly and concisely, both orally and in writing.
